Going on the offensive, the Microsoft Linux lab recently issued a claim that Windows performs just as well as Linux on the legacy hardware commonly used in these markets. But a recent story in the Sunday Tribune about a small municipality in Capetown, South Africa, that decided to build its Web site with Linux rather than Windows lays out what may prove to be huge issues for Microsoft in emerging markets: Windows licensing fees exceeded the council’s budget and placed unacceptable limits on extending the Web model to other departments and municipalities.
